INTRODUCTION:

In 1957,the indefatigable Bai Matabay Plang,Foundation of children’s Educational Foundation Village(CEFV)now the cotabato foundation college of science and technology(CFCST),dreamed of establishing another educational intituation amidst the verdant and Virgin Forest of Arakan Valley,To start the realizatiuon of her dream,she organized groups of employees and student of the Mindanao Institute of Technology(MIT)now University of Southern  Mindanao (USM to make a trip upstream The Rio Grande de Mindanao or Pulangi to Arakan Valley on board or motorized banca.on her Subsequent trips,She began negotiating with the Manobo datus of Arakan Valley,with their tribal chieftains about her intention to put a school for the educational uplift of the different cultural  minorities residing in the sorounding areas of Arakan Valley complex.

In 1958,seeing the plight of the people belonging to the cultural communities of Arakan Valley whosechildren were malnourished and  unble to avail education due to extreme poverty ,she thought of establishing an institution that will provide free education,and care for the malnourished and indigent children,From that moment,she began to lobby in congress for the passage of  a bell to establish the children’s Educational  Foundation Village (CEFV).The bill was passed and signed into law as R.A 3801 ON June  2 1963, 

 In June 1967, the CEFV was  formally opened offering complete Elementary  and  Secondary Education with  the custodial care program or Orphanage as its core thrust In 1975,Bai Hadji  Fatima Matabay Plang  began Working  for the conversation of CEFV into full-fledged state college, the CFCST which was realized in 1983 throught the leadership of Dr.Kadil P. Sinolinding Sr.the  office  In  charge of the college .The CFCST come into existence through  Batas Pambansa Blg.408 on June  10 1983 maintaining the custodial  care program as its core function to cater to the educational needs of the disadvantaged children and youth  from elementary  to tertiary level.

It is provide in its chater,Batas Pambansa Blg.408,that the CCP shall cater to the education of children of adversity and other disadvantaged youth in Arakan Valley, the region as well as the whole of Mindanao .specifically,the chater  spelled out that childrenof adversity are orphaned,homeless and i9ndigent children from broken homes and children from poverty –sticken families due to sickness,calamities and other misfortunes whose  ages range from seven to eighteen(18)years old sheller, school,supplies,school uniform,medical treatment and other education personal basic needs,
